This section describes parameters in OtherRATNeighborList Message that are not specific to an EARFCN.

Specifies the 3-digit MCC in BCD format. It takes the 12 most significant bits of the PLMNID field.
Specifies the MNC. Two kinds of MNC lengths: For a 3-digit MNC, it takes all 12 bits in 3-digit BCD format. For a 2-digit MNC, it is encoded as the first 2 digits in the first 8 bits, and the last 4 digits are set to 0xF.
