The RAND value, whenever set, is immediately applied in the test set. It is possible that the test set and MS use the different RANDs in a Global Challenge, since the MS may send its stored RANDC to the test set before the test set sends an
Access Parameter Message

with the changed RAND value to the MS. In this case, the Global Challenge may fail.
