The test set can transmit a list of 3G FDD Neighbour Cells and the associated measurement parameters. The Mobile Station can then decode the information carried about the 3G FDD neighbour cells and subsequently make measurements on them. You can:
You can specify 3G FDD Neighbour cells for the 3G FDD radio interface technology within a GSM/GPRS/EGPRS cell. The test set transmits the list of 3G FDD neighbour cells for the mobile station to decode and measure.
The default 3G FDD neighbour cell list is empty, so there is no information in the list for the test set to transmit to the mobile station. The 3G FDD neighbour cell list must have at least one valid entry in order for the test set to broadcast the information to the mobile station. For each 3G FDD neighbour cell specified the following information must always be provided: UARFCN, scrambling code indication, scrambling code, diversity indicator and the reporting priority. The test set uses the scrambling code indicator to indicate whether or not the scrambling code and diversity indicator are used. The scrmabling code indicator is only applicable if you are setting the 3G FDD neighbour list via GPIB command, it is not present on the MUI.
The number of 3G FDD neighbour cells that may be specified depends on a combination of the number of unique UARFCNs and the number of unique scrambling codes used. The table below shows which combinations of unique UARFCNs and scrambling codes the test set will allow.

For example, if no unique scrambling codes are used, there can five unique UARFCNs specified. That is, if you wish to have 5 different 3G FDD neighbour cells, no scrambling codes can be used.
Once the FDD neighbour cell list is specified, the test set transmits the list information via a Packet System Information 3 Quater message on the Packet Broadcast Control Channel (PBCCH) , if it is present within the cell. If the PBCCH is not present the list information is transmitted via a System Information 2 Quater message on the Broadcast Control Channel (BCCH).

The 3G FDD Neighbours Table allows you to configure the UARFCN, Reporting Priority, Scrambling code, and Diversity for each 3G FDD Neighbour Cell.

Settings to the 3G FDD neighbour cell parameters are stored, but not applied until the neighbour cell is enabled.
You can also control 3G FDD neighbour cell parameters via the test set's front panel. The following procedure explains how to access the menus that allow you to configure simulated 3G FDD Neighbour Cell parameters, when available. The Neighbour Cell menus are located in the Cell List menu.

NOTE: You must enable the neighbour cell (set the State parameter to On), before you can access the other neighbour cell parameters.

The 3G FDD neighbour cell settings are sent with the transmitted signal when the test set's Operating Mode is set to one of the following: GSM BCH, GPRS BCH, EGPRS BCH, GSM BCH+TCH, GPRS BCH+PDTCH, EGPRS BCH+PDTCH, or Active Cell with the Serving Cell set to GSM, GPRS, or EGPRS.
