Currently, the "Inter-RAT measurement indicators" is fixed at 1 and the "RAT type" is fixed to GSM. If this setting is set to Present, the UE performs measurements and evaluates cell reselection criteria on GSM cells that are listed in SIB11 in CELL_FACH state.
