How is an Out-of-Synch Handling of Output Power Measurement Made?
Out-of-synchronization handling of output power measures the UE's ability to monitor the downlink DPCCH quality and turn its transmitter on or off based on the quality level.
3GPP TS 34.121 5.4.4.2 states: "When the UE estimates the DPCCH quality over the last 160 ms period to be worse than a threshold Qout, the UE shall shut its transmitter off within 40 ms. The UE shall not turn its transmitter on again until the DPCCH quality exceeds an acceptable level Qin. When the UE estimates the DPCCH quality over the last 160 ms period to be better than a threshold Qin, the UE shall again turn its transmitter on within 40 ms."
"The UE shall not shut its transmitter off before point B. The UE shall shut its transmitter off before point C, which is Toff = 200 ms after point B. The UE shall not turn its transmitter on between points C and E. The UE shall turn its transmitter on before point F, which is Ton = 200 ms after point E."
The UE's transmitter is considered to be "off" if the transmitted power is below -55 dBm and "on" if the transmitted power is above -49 dBm.

The
Out-of-Synch Handling of Output Power
measurement allows you to specify the time intervals and DPCCH_Ec/Ior levels between points A and F (see
Out-of-Synch Handling of Output Power Measurement Parameters
). When the measurement is initiated, the test set varies its DPCCH level according to these settings. You must then measure the UE's power response using an external spectrum analyzer to determine if the UE turned its power off and on as required (see
Out-of-Synch Handling of Output Power Measurement Results
).
Required Initial Conditions
Before performing the out-of-synch measurement, you must:

Connect the test set's rear panel

port to the
TRIGGER IN
port of an external spectrum analyzer (the external spectrum analyzer is required to measure the UE's output power and obtain measurement results, see
Out-of-Synch Handling of Output Power Measurement Results
).

Connect the UE to the test set's
RF IN/OUT
port and to the spectrum analyzer's
RF INPUT
port via an RF splitter, and specify the loss due to the RF splitter in both the test set and the spectrum analyzer.

Radio Bearer Test Mode
connection (3GPP TS 34.121 5.4.4 specifies a 12.2k RMC connection). Note, this measurement is not supported on HSDPA or HSPA connections.
Recommended Initial Conditions
The following settings are recommended based on the 3GPP TS 34.121 5.4.4 requirements. Note that some of these parameters must be set before establishing a connection.
No other measurements can be running when an out-of-synch handling of output power measurement is performed. If any measurements are running when an out-of-synch handling of output power measurement is initiated, they are closed and a message is displayed to indicate that they were closed. Likewise, if any other measurements are initiated while an out-of-synch handling of output power measurement is running, the out-of-synch handling of output power measurement is closed and a message is displayed.
FDD Test Mode Operating Considerations
The out-of-synch handling of output power measurement can be performed while in
FDD Test Operating Mode
, however you must configure the UE such that its output power will respond appropriately to the changes in the test set's DPCCH_Ec/Ior.
