When ordered to perform a soft handover with a cell, some UEs require that they have previously measured the cell before handing off to it. When the UE is directed to perform measurements on the neighbor cells specified in SIB 11 (see
SIB11 Cell Info List
), it should also report measurement results for any other detected cells not on the neighbor list. However some UEs may require that the cell be in the neighbor list in order to perform measurements on it. Thus, some UES require that cell 2 be in the neighbor list for soft handover to be successful.

To aid in the UE's detection of cell 2, ensure that cell 2's primary scrambling code is included in the intra frequency neighbor cell list (see
Cell 2 Overview
and
SIB11 Cell Info List
), and that cell 2's power is high enough to be detected (you may need to set it to a value higher than cell 1).

Soft handover is not supported on a CELL_FACH call (see
RB Test Mode RRC State Setting
).

Soft handover and Event Reporting are not supported on HSDPA connections. However, you can turn Cell 2 on while on an HSDPA connection.

Soft handover is supported for HSUPA connections but only to simulate a network scenario for when a UE performs a soft handover with cell 2 but the HSUPA channels remain confined to the cell 1 (serving cell). When an HSUPA call is established between the test set's cell 1 and the UE and you turn soft handover on, the DPCH is instructed to soft handover to cell 2 while the HSUPA channels remain confined to cell 1.
